LOL, thats how black people started voting democrat despite the fact the same party was sicking dogs on them and burning crosses in their yards, but the story of blacks and political parties are a completely different topic for another day. At any rate, no politician in his right mind would promise or try to confine himself to a "budget".  I mean, you can dress him up in pretty clothes, give him inspirational sound bites and the like, but in the end he's still a politician on the quest for MORE, not less power.
